"The Mayor shall be the executive head of the city government, responsible for the efficient and orderly administration of the city's affairs.

"The Mayor shall preside at all meetings of the City Council, and perform such other duties consistent with his office as may be imposed by the City Council, and he shall have a seat, a voice and the right to vote. He shall sign all checks or orders on [the] Treasurer, and shall sign the minutes of the City Council and all ordinances upon their final passage, and shall execute all deeds, bonds and contracts made in the name of the city, and his signature shall be attested by the City Clerk. He may introduce ordinances and resolutions in the City Council.

The Mayor shall have power and it is hereby made his duty to perform all acts that may be required of him by any ordinance or resolution duly enacted by the City Council not in conflict with any provisions of this Charter. He shall have power to appoint all standing committees as he may deem necessary. He shall have the right to change the committee members as he may deem advisable. The mayor shall have authority to administer oaths and affirmations, and to take depositions in the same way and for the same purposes and for the same fees and under the same laws, as justices of the peace.

" A legal process against the city shall be served upon the Mayor or the City Clerk, and it shall be their duty forthwith to transmit the process to the city attorney after writing thereon the time and manner of service

"The Mayor shall have the right to veto, within two (2) whole days, Sundays excluded, any ordinance passed by the City Council. He shall enter his reasons for such veto on the minutes of the proceedings. The veto of the Mayor shall render null and void such ordinance unless the City Council shall, by majority vote, re-enact or re-pass such ordinance at its next regular meeting."
